The scope of area are ranging from Agriculture, Forestry, Fisheries, Poultry, and others related to the area whenever it is required.

We are therefore proud to be one of the national agencies which is established to support the national workforce by uplifting skills and knowledge transferred and contributing to the national economic development.

Managing Director, Mrs. Felicidade Lay has abroad array of experience and skills in business and corporate management. Mrs. Felicidade has worked for diverse international organizations including International BANK of ANZ, CARE, and GTZ prior to starting her own company. In her experience over a decade, Mrs. Felicidade has undertaken a number of project activities and project management including, Coconut-Oil Industry; premium-quality furniture supply and various international supply services experience by serving the Government of Timor Leste (GoTL)

Consultant Advisor, Mr. Rony Joel Barreto Da Costa has over 15 years of a broad level of experience including Quality Health Safety and Environment (QHSE) in Oil and Gas Industry, Risk Management, Waste Management, Project Management, QA&QC, Forest & Tourism Management, and EIA Study. He has successfully managed a number of Ministry of Petroleum and Mineral resources projects including;

1. Environmental Impact Assessment (EIA) study for a mega project of Tasi Mane which composes of 3 different clusters, namely; A) LNG Plant with the capacity of 2 Mtpa; B) Refinery and Petrochemical Plant with capacity of 30,000 Barrel/day; and C) Supply Base;

2. Risk Management for LNG Pre-FEED and Refinery which includes but not limited to Hazard Identification Study (HAZIDS)

3. EIA Study for Fuel study development project

4. EIA Study for Highway Project with the total length of 95 km and 100 m in width.

5. Environmental Management Plan and Monitoring for both Tasi Mane Project, Highway and Fuel Station Project. Setting up the integrated management system policy and procedures in accordance with ISO 9001; ISO 14001, and OHSAS 18001.

6. Lead the QHSE Team to undergo a certification audit process with one of the lead global certification body 'DNV GL' Singapore and eventually obtained the first Integrated Management System of ISO 9001 for Quality Management; ISO 14001 for Environmental Management and OHSAS 18001 for Occupational Health and Safety Management System in Oil and Gas Industry.

Furthermore, He has also engaged with a number of Line Ministries in Timor Leste, performed as Chief Advisor for the Ministry of Agriculture and Fisheries and Ministry of Interior under the Secretary of State for Civil Protection.
